Pakistan is not happy with the Afghan Taliban

Pakistan has launched new efforts to persuade the Afghan Taliban to join the peace process, otherwise, the Taliban could face some tough action from Pakistan. If not, they will face consequences.

The US-backed Afghan peace conference in Istanbul, Turkey, on April 24 was postponed by Turkey, Qatar, and the United Nations over the Taliban’s non-participation. The conference was intended to speed up the peace process, but the new administration in Washington changed the date for the withdrawal of US troops from May 1 to September 11, 2021. The Taliban rejected the new date, calling it a breach of a peace deal with the Trump administration. He refused to attend the Istanbul Conference.

The foreign ministers of Turkey, Pakistan, and Afghanistan met in Istanbul last week and called on the Taliban to reaffirm their commitment to finding a negotiated solution for lasting peace in Afghanistan. It is learned that a senior Pakistani security official will meet with Taliban leaders in Doha on April 28 (today) and give them a clear “enough” message. Pakistan and some other international stakeholders involved in the Afghan peace process were trying to persuade the Taliban to join the interim coalition government, but they did not agree.

According to credible sources, Pakistani security agencies found some links between the Afghan Taliban and groups affiliated with the Tehreek-e-Taliban Pakistan (TTP). “They are two faces of the same coin,” a senior source said, but the Afghan Taliban denied the allegations. “This is not the first time we have faced heat from security agencies,” he said. Senior Taliban leader Mullah Abdul Ghani Baradar was arrested by Pakistani agencies and released in 2018. It was Mullah Baradar who led the peace talks with the United States in Doha. Two senior Taliban leaders, Mullah Obaidullah Akhund (former Afghan defense minister) and Ustad Yasir died in the custody of Pakistani security forces between 2010 and 2012.

The Taliban have made it very clear that they not only want the withdrawal of US troops from Afghanistan, but also the removal of their names from the UN terrorism list and the release of prisoners. Their inattention is not acceptable to Pakistani officials who have been dealing with the Taliban for a long time. A senior Pakistani official said it was easy to deal with Ashraf Ghani but very difficult to deal with the Taliban.

The official accused the Afghan government of supporting the Pashtun Tahofu Movement (PTM). Pakistani officials have voiced their concerns directly to Ghani, and the Afghan president has never publicly backed the PTM since. Ghani has made some unannounced visits with Pakistan in the recent past to end the region.

 

 

It is learned that India had recently tried to involve the Afghan Taliban but their leaders avoided meeting them directly. A senior Taliban source said India was planning to send troops to Afghanistan after the possible withdrawal of US troops. The Taliban believe that India recently started relations with Pakistan only because India does not want Pakistan to object to its new role in Afghanistan. India wants the Taliban not to attack its troops in Afghanistan and not to realize that the Taliban never accept any foreign troops in their country.

طالبان نے یہ بات بالکل واضح کردی ہے کہ وہ نہ صرف افغانستان سے امریکی فوجیوں کے انخلا چاہتے ہیں بلکہ اقوام متحدہ کی دہشت گردی کی فہرست سے ان کے ناموں کا خاتمہ اور قیدیوں کی رہائی بھی چاہتے ہیں۔ ان کی غفلت پاکستانی عہدیداروں کے لئے قابل قبول نہیں ہے جو ایک طویل عرصے سے طالبان کے ساتھ معاملات کر رہے ہیں۔ ایک سینئر پاکستانی عہدیدار نے کہا کہ اشرف غنی کے ساتھ معاملات کرنا آسان تھا لیکن طالبان سے نمٹنے میں بہت مشکل ہے۔

اہلکار نے افغان حکومت پر پشتون طہوفو موومنٹ (پی ٹی ایم) کی حمایت کرنے کا الزام عائد کیا۔ پاکستانی عہدیداروں نے اپنے خدشات کا اظہار براہِ راس غنی سے کیا ہے ، اور اس کے بعد سے افغان صدر نے کبھی بھی عوامی طور پر پی ٹی ایم کی حمایت نہیں کی۔ خطے کے خاتمے کے لئے غنی نے حالیہ ماضی میں پاکستان کے ساتھ کچھ غیر اعلانیہ دورے کیے ہیں۔

معلوم ہوا ہے کہ بھارت نے حال ہی میں افغان طالبان کو شامل کرنے کی کوشش کی تھی لیکن ان کے رہنماؤں نے ان سے براہ راست ملنے سے گریز کیا۔ طالبان کے ایک سینئر ذرائع نے بتایا کہ ہندوستان امریکی فوجیوں کے ممکنہ انخلا کے بعد افغانستان میں فوج بھیجنے کا منصوبہ بنا رہا ہے۔ طالبان کا خیال ہے کہ بھارت نے حال ہی میں پاکستان کے ساتھ تعلقات صرف اس لئے شروع کیے تھے کہ بھارت نہیں چاہتا ہے کہ پاکستان افغانستان میں اپنے نئے کردار پر اعتراض کرے۔ بھارت چاہتا ہے کہ طالبان افغانستان میں اپنی فوجوں پر حملہ نہ کریں اور یہ احساس نہ کریں کہ طالبان ان کے ملک میں کسی بھی غیر ملکی فوج کو کبھی قبول نہیں کرتے ہیں۔
